Safety assessment on fire prevention and fighting equipment

In all areas of life, the issue of human safety is always a top priority, including fire prevention and fighting. New solutions for FPF are always invested and researched, new vehicles are also launched in the trend of safer, more functional, more convenient to use, ensuring aesthetics.

However, each fire protection equipment and device is designed according to different standards, suitable for use in each geographical region and suitable for each specific technology. In addition, each country has its own requirements for fire protection vehicles used, expressed through system design standards, equipment testing.

The following presents some information about the issue of fire protection equipment assessment by the competent authority in Vietnam today.

LEGAL BASIS

– Law on Fire Prevention and Fighting (Law on Fire Prevention and Fighting), passed by the X National Assembly, 9th Session, on June 29, 2001, effective October 4, 2001;

– Law No. 40/2013 / QH13: Law amending and supplementing a number of articles of the FPF law (takes effect from July 1, 2014);

– Decree No. 79/2014 / ND-CP dated July 31, 2014 of the Government detailing the implementation of a number of articles of the Law on Fire Prevention and Fighting and the Law amending and supplementing a number of articles of the Law on Fire Prevention and fire fighting;

– Circular No. 66/2014 / TT-BCA dated December 16, 2014 of the Ministry of Public Security detailing the implementation of a number of articles of the Government’s Decree No. 79/2014 / ND-CP dated July 31, 2014 detailing the implementation of a number of articles of the Law on Fire Prevention and Fighting and the Law amending and supplementing a number of articles of the Law on Fire Prevention and Fighting.

LIST OF FIRE PREVENTION MEANS REQUIRED

New or converted domestic fire safety and firefighting equipment must be tested for quality, types and models as prescribed by the Ministry of Public Security. The list of fire prevention and fighting equipment subject to inspection includes the following types of equipment:

1. Motorized fire-fighting means:

a) General types of fire engines: Fire-fighting vehicles with tanks, fire-fighting vehicles without tanks (pumping trucks).

b) Special types of fire engines: airport fire trucks, forest fire trucks, chemical fire trucks, fire engines against demonstrators

c) Aircraft firefighting aircraft, fire boats.

d) Specialized vehicles serving firefighting: Elevator, forklift, command vehicle, light information vehicle, pumping station truck, water tanker, vehicle transporter, military vehicle, chemical truck, emergency ambulance, ambulance, rescue, smoke truck, engineering vehicle …

d) Types of fire pumps: Hand-held pumps, trailer pumps, floating pumps
2. Common fire fighting means:

a) Fire hoses, straws.

b) Fire-fighting mausoleum.

c) Connector, three-prong, two fire-fighting plug, Ezect.

d) Filter basket.

d) Water posts, pillars of fire fighting water.

e) Firefighters ladder (ladder 3, ladder 2, box ladder, hook lift, other ladder).

g) Fire extinguishers (portable, with wheels): Flour, foam, air …

3. Fire-fighting substances: Water, fire-fighting powder, fire-fighting gas, fire-fighting foam.

4. Fire-retardant materials and substances:

a) Fire-proof paint.

b) Fireproofing materials.

c) Flame-retardant impregnated material.

5. Personal protective clothing and equipment:

a) Fire fighting attire: Pants, tops, hats, boots, gloves, belts, fire masks; insulated boots and gloves; insulated clothes; chemical resistant clothing; Anti-radiation clothing.

b) Gas masks, isolation masks, filter masks, air fillers for gas masks.

6. Means of rescuing people: lifesaving ropes, lifesaving cushions, lifts lifts (rope lifts, folding ladders …), lifesaving tubes, devices for detecting people …

7. Demolition means and tools:

a) Cutting machines, tractors, ball machines, jacks, lifts, pneumatic, hydraulic, electric or motor driven.

b) Collecting force, hand saw, hammer, crowbar …
8. Communication equipment and instruments, fire commanders include:

a) Fire commanding table, fire commanding tent.

b) Wired information system.

c) Radio communication system.

9. Fire alarm and fighting system:

a) Fire alarm system, semi-automatic.

b) Automatic, semi-automatic fire fighting system (with gas, water, powder, foam), indoor fire hydrant system, outdoor fire-fighting water supply system.
